The role

We are seeking to enhance the government and infrastructure team through the recruitment of a senior level associate solicitor. This person will be capable of managing their workload and developing their practice area and is likely to be a commercial lawyer with a desire to drive growth and the ability to help develop our talented junior lawyers. Our ideal candidate will have hands on experience, gained over 4-8 years PQE, of working with public sector bodies and/or suppliers to the public sector, with a particular focus on procurement and project work.

The role will be based in our fantastic new No.1 Spinningfield office in the heart of Manchester which is a rapidly growing location for the firm and receiving significant investment. The person would work predominantly with a Manchester-based partner but at times will support other partners across all of our office locations (Nottingham, Birmingham Exeter and London), helping them grow their internal network and giving them firm wide visibility.

How are we positioned?

The vast majority of our work is non-contentious commercial advice for public sector clients but we also have a strong practice advising private sector organisations that have relationships with the public sector. Our advice includes:

* all aspects of EU procurement law, including challenges for both claimant and defendant;

* major projects, particularly urban regeneration;

* commercial agreements relating to collaborations, joint ventures and outsourcing;

* alternative service delivery models, including wholly- and jointly-owned companies, mutualisation and shared services;

* state aid;

* vires and governance.

Examples of the type of projects our team has been recently involved in include:

* Advising a central government department on its £100+m restructure of its IT contract provision. This has been an ongoing project over a 4 year period allowing for great working relationships with the client to be built and plenty of hands-on experience of government contracting

* Advising a local authority on the restructuring of their service provision for housing and environmental services, moving from a joint venture with the private sector to a wholly-owned company (the contract has an annual value in excess of £18million). Work included advice on the termination of the corporate JV, setting up two wholly-owned companies, procurement and state aid, funding issues and corporate governance.

* Advising a large local authority on the purchase of three shopping centres, including all of the property work, corporate input due to the ownership of the shopping centres being in off-shore trusts and procurement and governance advice. Purchase price was circa £50million

* Advising a large city council on their establishment of a district heating system. Our input has included leading on the negotiation of the contract for the construction of the energy centre, setting up a group of companies, providing procurement and state aid advice, advising on the property and construction aspects of the building and the delivery of heat and electricity and tax advice. Capital costs circa £20million.

* Advising one of the largest contractors in the country in relation to the procurement of major contracts with the Ministry of Defence and the Home Office.

Responsibilities

* managing own case load and supporting partners with the most complex matters

* delegating work to and supervising junior fee earners

* developing and taking part in marketing activities

* role model good file and financial management

* developing relationships within and outside the firm

Technical skills

* good knowledge of the public procurement regime and how to it

* experienced in large projects for clients

* working with professional advisors from different disciplines

* highly experienced in advising on a wide range of commercial matters

* an understanding of the legal framework related to local authorities and other public bodies

* excellent drafting skills for a wide range of commercial documents able to present detailed and complex advice

Compliance

* be familiar and compliant with the full range of regulatory policies and procedures including: equal opportunity and diversity, data protection and confidentiality/security, anti-bribery and anti-money laundering etc.

* undertake mandatory compliance training as required
